Role
The Information Systems Officer serves as a key resource for the internal monitoring of TSF service delivery functions. The position will manage all aspects of the TSF database and plays a major role in assuring accuracy and integrity in the collation and analysis of data related to technical support and capacity development activities. S/he interprets and inputs program information into the TSF database ensures data is captured for all performance measurement indicators, undertakes data analysis and compiles reports produced on a monthly basis. Other responsibilities include the provision of backstopping support to TSF marketing, communications and technical assistance functions. The ISO is proficient in the use of databases and has a background in M&E. The post holder is supervised by the TSF Business Manager and works cooperatively with other TSF team members.
Responsibility 1: Maintain the TSF Database and Quality Assurance Information
- Work to ensure comprehensiveness and accuracy of information maintained on the TSF database
- For each new technical assignment enter relevant monitoring information
- On a daily basis update information pertaining to: requests received; successful assignments; notes on assignment progress; assignment deliverables; other information regarding assignment tracking and outcomes; quality assurance of deliverables
- Collate and input information on capacity development activities and beneficiaries
- Create new fields in database as required in consultation with RBM, TSM and PM
- Ensure database is backed-up on a daily basis
- Prepare monthly reports from the database on requests received; cancelled assignments; TA days contracted; successful assignments among other indicators
- Send out end of assignment feedback forms to clients and consultants; collate results and enter into database
- Monitor and prepare reports on client satisfaction feedback and ensure tracking of statistical progress relative to client satisfaction
- Prepare accurate and comprehensive statistical reports on all aspects of STTA delivery and consultant skills/background prior to six month governance meetings with UNAIDS
- Generate other reports from the database as requested by the TSF Manager
- On an annual basis prepare CD ROMs with complete documentation on all TAF assignments conducted for forwarding to the RST
Responsibility 2: Undertake TSF Consultant Pre-Qualification Screening Process
- Receive and review consultant CVs
- Contact nominated referees as well as past clients and undertake thorough reference checks using the TSF template
- Obtain and review samples of consultant work e.g reports
- Enter full consultant information into database and work with PM to complete consultant ranking
- On a continuous basis assist consultants with updating their CVs to ensure current information is available to clients
- Progressively work to strengthen consultant database through screening of consultant skills and experience
- Forward new incoming CVs to TA team members
- Participate in TA meetings on consultant identification
Responsibility 3: Support TSF Marketing Functions
- Develop a comprehensive listserve on TSF consultants and clients; continuously update as new CVs are received and new clients attracted
- Support RBM in expansion of the TSF website
- Continuously research websites for resource materials relevant to the TSF’s core mandate and prepare for uploading to the TSF’s web-based resource centre
- Send approved information bulletins to consultants on a weekly basis as requested
- Assist in preparation of TSF communications products as directed by RBM
- Support the RBM in undertaking client satisfaction surveys and analyzing results
- Assist in other marketing and communications activities as required
Responsibility 4: Backstop Technical Assistance Delivery
- Review and strengthen TSF templates for consultants & referee checks
- Format consultant CVs according to TSF template
- Continuously identify and actively solicit experienced consultants for inclusion in the TSF database and undertake pre-qualification screening
- Network with other TA suppliers such as consulting companies to populate database
- Undertake regular audits to identify any technical area gaps
- Support consultant identification for STTA delivery as required
- Undertake desk research and identify needed/relevant documents for consultants as required; pass critical docs to TSOs for sending to consultants
- Send out end of assignment feedback forms to clients and consultants; collate results and enter into database
- Assist in consultant and client contract preparation as required
- Provide other support as requested for whole TA assignments from start to finish
Education and experience
- Masters degree in social science or other relevant field
- A minimum of five years experience in Monitoring and Evaluation
- Experience with data collection systems, data quality assurance, analysis and reporting;
- Track record in use of databases such as Access and with SPSS desirable
- Past experience in managing a consultant database and/or working for a consulting company highly desirable
- Demonstrated knowledge of short-term technical assistance delivery within a development context
- Knowledge and application of QA principles
- Exceptional planning and organising ability
- Sound knowledge of HIV and AIDS issues across Eastern Africa
- Previous experience in HIV/AIDS related interventions
- Able to adapt style as necessary
- Confident in dealing with people at all levels both on the phone and face-to-face
- Able to work effectively as part of a team
- Is proactive and initiates action when required
- Flexible approach to work
- Is patient and remains calm when under pressure
- Motivated to actively engage in own continued personal learning and development
