AMREF is recruiting a Country Director to provide leadership and strategic direction to the country office and field based staff in the AMREF Kenya Country Programme. The incumbent will be in charge of country performance and programme growth and will ensure that adequate monitoring, evaluation and accountability mechanisms are in place. The Country Director is a key position and part of AMREF’s senior management team, reporting to the Director General with a critical role to play in the accomplishment of AMREF’s mission and strategy.
Management Responsibilities

- Participating member of AMREF senior management team (SMT) with responsibility for representing the country programme on the SMT and for supporting collective SMT decisions back into the country programme.
Description Of Duties:
- Leading in the dissemination of AMREF values, vision and mission at the country level.
- Directing and managing the country programme to deliver the AMREF and country specific strategic objectives in line with the corporate strategy.
- Promoting AMREF's organisational identity to all national stakeholders and partners in the country of operations and ensure AMREF remains relevant to the changing needs of disadvantaged people in the country.
- Representing AMREF at country level and is responsible for the management of host country relations.
- Ensuring that AMREF country office adheres to national laws and regulations governing the functions carried out by AMREF in the country.
- Developing networks, partnerships and liaisons with national/regional/international institutions working in the country of operations and spearhead donor collaboration and programme/project development at country level.
- Spearheading project fund raising from traditional and non-traditional donors and for local fund raising campaigns.
- Together with the Finance/Administration, HR, IT and Communications and fund raising functions at Headquarters, ensure that the country programme implements appropriate policies, procedures, operational guidelines and standards within the AMREF framework.
- Ensuring that the country SMT functions as a strong and mutually supporting leadership team.
- Leading organisation strengthening and supporting, developing and mentoring AMREF country staff to deliver high quality programmes and projects.
- Mentoring and developing the senior manager designated by the Director General as the deputy.
- Encouraging interactions and collaboration with other AMREF Country Programmes and with AMREF HQ Directorates and Programme Leaders, and supporting participation of country programme project staff in AMREF regional projects where appropriate.
- Together with the monitoring and evaluation function at Headquarters, is responsible for ensuring that adequate monitoring, evaluation and accountability mechanisms are in place and are used effectively within AMREF country office.
- Ensuring that reports from the country programme are generated and disseminated.
- Ensuring that the knowledge gained from AMREF country programme is documented and shared with the other AMREF Country Programmes and Headquarters, and with external partners and users, and that Country Programme staff participate in AMREF activities.
- Facilitating and supporting the AMREF Country Advisory Council; provide relevant levels of information to enable this council to optimise their support to the country programme
- Working with AMREF Headquarters, liaise with AMREF National Offices to build awareness of the country programme needs, of country programme priorities and for project funding.
- Participating fully as a member of the AMREF SMT.
- Leading the process of organizational strengthening within AMREF country programme.
Accountability
Supervision: Works independently under the authority of Director General and within strategy and policy guidelines
Decision Making: Has full responsibility of decisions at country level.
Responsibility over data or information: Has access to important and highly confidential country data and information.
Responsibility over assets: Overall responsibility for country budget and assets.
Responsibility over Staff: All Country staff
The ideal candidate will have a postgraduate degree preferably in public health or a related subject at a minimum of masters level, with at least 8 years progressive experience 3 of which should be in senior management. A strong understanding of managing operations in the developing world, preferably within the health development sector; hands-on experience in implementing primary health care in support of district and participatory health care systems and familiarity of the health and development needs of disadvantage people; demonstrable network of contacts and high standing in his/her profession; proven track record of building effective partnerships and strategic alliances; proven experience in managing a major programme and/or institutional group; proven people management skills in a multi-cultural environment and strong track record of developing people with knowledge/familiarity with African and other international development organisations.
