Activity

EXTENT OF DISCRETION

HIV/AIDS/TB programme development

Design and coordinated  technical oversight to all HIV/AIDS/TB projects and activities

 

Ensure that AMREF’s work is cutting edge

 

Work planning and Budgeting

Contribute to the prioritisation of Malaria programme interventions, prepare annual work plans and budgets

 

Malaria programme implementation

Provide leadership, technical guidance and support in the implementation of HIV/AIDS/TB stragegy throughout AMREF operational areas

 

Coordination

Coordinate the implementation of the corporate HIV/AIDS/TB programme based on the needs of disadvantaged communities in Africa

Inline with AMREF Corporate Strategy

Coordinate the Regional HIV/AIDS/TB programme

 

Operations Research

Set the research agenda in the areas of HIV/AIDS/TB prevention, treatment care and support that benefit disadvantaged communities in partnership with local and global research institutions

 

Partnerships

Develop and maintain working and advocacy partnerships with partners and other health development stakeholders 

 

Advocacy

Act as corporate spokesman for AMREF on HIV/AIDS/TB issues

 

Liaise with AMREF partners and develop joint global advocacy  strategies for povery-alleviation policies and practices based on evidence

 

Generate information and data to support an evidence based advocacy strategy

 

Resource mobilization

Contribute to resource mobilization through development of HIV/AIDS/TB fundraising proposals

In collaboration with the Director of External Relations & Partnerships

Provide direction and guidance to country level offices on fund raising for HIV/AIDS/TB projects

In consultation with Director of Programme Development

Strengthen and increase quality and funding of AMREF HIV/AIDS/TB programme

 

Monitoring and evaluation

 

Monitor and Evaluate the quality, content and delivery of HIV/AIDS/TB programmes 

 

Ensure Monitoring and Evaluation of the quality, content and delivery of HIV/AIDS/TB programmes at the country level

 

Provide guidance on carrying out of environmental health  impact assessments of HIV/AIDS/TB project in Africa

 

Capacity building

Provide guidance in strengthening the capacity of country offices to deliver effective HIV/AIDS/TB interventions at the community level

 

Knowledge management

Develop organization procedures for identifying lessons learned and best practices in the implementation of HIV/AIDS/TB projects

 

Identify, document and disseminate lessons learned and best practices in order to influence policy and practice

 

Reports

Prepare quarterly, semi-annual and annual programme implementation reports based on agreed priority areas, work plans and budgets

Complete

Required Qualifications

Education and knowledge

  • Medical Doctor with Masters in Public Health or related field, preferable PhD in Public Health or related field
  • Good command of English language.  Working knowledge of French is will be an added advantage
  • sound IT knowledge, word processing, spreadsheets, databases, presentations and statistical applications (SPSS and EPI Info., etc);

Experience

  • At least 7 years progressive working experience in the area of HIV/AIDS or TB with international NGOs or UN bodies
  • demonstrated capacity to manage a National or Regional Programme which is integrated with reproductive health and/HIV/AIDS;
  • extensive experience in strategic planning, programme development including design and proposal writing;

  • Ability to work successfully and constructively in a multi-disciplinary team spread out across several countries
  • Demonstrable ability to anticipate emerging needs and integrate them speedily into priority setting.
  • Proven record in raising substantial research/development funds.

Normal working hours. Job holder may be required to work outside normal working hours due to the nature of the work in general
